Tier 1 and 2 runes: what is the point?

Excuse me if this has been brought up multiple times already, but I don't see why tier 1 and 2 runes even exist?

You can buy them at earlier stages of the game: you don't need to be lvl 20.
Yeah, so? Before level 20 you don't even have a rune page to fill, no clue about how the game works, and you're spending your IP on champions rather than runes. In the end you'll stop using them because you'll use Tier 3 runes instead.

Also, combining lower tier runes into higher tier is not even worth it. you need to combine 5 (!) runes to get a random higher tier rune. so buying several lower tier runes and combining them to pay less for your high tier, with a downside that you can gamble a rune you don't need, is not viable either.

I think that since the rune costs need an overhaul anyway (20k IP for a page + new runes?), There should be looked into the future of the worthless low tier runes.

I totally agree, and always tells new players IRL around me to not buy runes before lvl 20. Waste of IP for the bonus it provides, little to no use at higher level, period. Better save at least 20k IP from lvl 16 to lvl 20 and buy a full set for the champ's role you are more comfortable with. Then farm IP for champs and T3 runes. Alright, lvl 30 reached, 100-180 victories on count, farm more to have around 400 victorie, then with this you have enough IP to have 3 champ for each role, and the runes to back them up. Then go ranked if you feel confident. THIS TAKES A LONG LONG TIME ! It's been more than one year I began LoL, but due to some issue I'm not able to play all day long, everyday. I'm now at around 140 victories, I have 4 rune set (support, jungler, AD Carry and Akali (yes, she needs her own rune page)), still 2 rune page, and around 20 champ'.

Tier 1 runes can be bought because they cost almost nothing and if you specialise the rune page for a single stat they are moderately useful until level 20, some additional mana regeneration is always handy for example, but beyond this (and even this requires the knowledge to do so since it is not intuitive for a new player) they are a newbie trap.

the point is that buying 25 tier one runes only costs 375 ip and you have a good chance to get a more expensive rune in the rune combiner
