I feel there can be no absolute tier list for AD carries as most picks are situational and depend mostly on the support you are laning with.

I will list the strongest combinations for you here in terms of laning phase strength, as I feel team fight strengths and weaknesses of each AD carry is obvious to most players.

Explanation:

Tier 1 Champions matched against each other result in almost always even match ups that entirely depend on player skill and Jungler skill.

Tier 1 vs Tier 2 lanes range from 40% - 45% vs 60% to 55% chance to win lane to any degree from out farming by a few creeps, or up 3 kills. Again, this is assuming both teams are completely evenly matched in skill + jungler. A slightly more skilled Tier 2 lane can easily defeat a Tier 1 lane.

Tier 3 does poorly against Tier 1 and 2 lanes and requires Tier 1 - 2 lanes to make big mistakes in order to do well. This is offset by the fact that many Tier 3 combinations such as Nunu / Nidalee + Vayne snowball very hard.

Legend:

S=Sustain
G=Gank oppurtunity
K= Kill Oppurtunity
E= Escape Oppurtunity

Please note that pre-6 champion strength is taken into account as well as the laning phase scoring points. i,e Caitlyn stronger than vayne 1-5 due to superior passive for trading blows.

Tier 1: In order of strength

Taric + Graves

S=4/5 K=5/5 G=5/5 E=5/5

Overall 5/5

Alistar + Graves

S=3/5 K=5/5 G=5/5 E=5/5

Overall 5/5

Sona + Graves

S=4/5 K=5/5 G=4/5 E=4/5

Overall 5/5

Soraka + Graves

S= 5/5 K=4/5 G=4/5 E=4/5

Overall 5/5

Taric + Caitlyn

S=4/5 K=5/5 G=5/5 E=3/5

Overall: 5/5

Alistar + Vayne

S=3/5 K=4/5 G=5/5 E=4/5

Overall: 5/5

Alistar + Tristana

S=3/5 K=4/5 G=4/5 E= 5/5

Overall: 5/5

Caitlyn + Alistar

S=3/5 K=4/5 G=4/5 E=4/5

Overall: 5/5

Sona + Miss Fortune

S=4/5 K=4/5 G=4/5 E=3/5

Overall: 5/5

Taric + Tristana

S=4/5 K=4/5 G=4/5 E=4/5

Overall: 5/5

Taric + Miss Fortune

S= 4/5 K=4/5 G=4/5 E=3/5

Overall: 4/5

Note: MF + Taric do less damage per mana compared to Sona + MF and are more likely to exhaust their mana pool before they get a kill.

Alistar + Miss Fortune

S=3/5 K=4/5 G=4/5 E=3/5

Overall: 4/5

Taric, Sona, Alistar MF are all relativly close in strength with Sona having only a slight lead over Taric / Alistar. However, Taric provides more utility to MF with his ult and armor passive than Alistar. Thus the lower position.

Worthy Mentions:

Ezreal is a great situational and counter pick to champions such as Caitlyn / Vayne who are unable to duel Ezreal due to his ASPD debuff and longer range (of Q) making him extremely strong.

However, the strength of Ezreal is too dependent on factors such as starting items, support, enemy support + carry to place on a list.

In terms of his strength, with Taric, Sona and Alistar he is 3/5 - 5/5 depending on the match up.

i,e Soraka / Alistar / Sona + Ezreal vs Taric + Caitlyn = 5/5

That and, Ezreal has a much higher skillcap than the aforementioned carries bar perhaps Tristana / Vayne.

Tier 2:

Soraka + Other AD carries

S=5/5 K=3/5 G=3/5 E=3/5

Overall: 4/5 Ridiculously high sustain makes Soraka an extremely strong pick, forcing most lanes to go into farm mode. Good for supporting late game carries in tough lanes or to help mana hungry champions such as Ezreal, Urgot, Ashe sustain vs standard bot lanes.

However, she is easily countered by killing lanes and strong gankers such as Alistar + Tristana with Udyr / Noct / Shaco / Rammus jungling and can drop in those situations to as low as 2/5

i,e Soraka + Ashe (Any jungle) vs Alistar + Tristana + Nocturne = 2/5

Janna + Other AD carries

S=2/5 K=4/5 G=5/5 E=5/5

Overall: 4/5

Janna is an extremely strong support but is rather situational and is generally picked when the enemy team is heavy AoE / Melee or if your team is heavy AD.

The extreme lack of sustain makes her lower than champions such as soraka.

Played perfectly, Janna is able to pass as Tier 1 but in general, the fact that once you or your carry is taken down to 30% hp there is no way you can stay in lane. For that reason, Janna picks are situational in the current meta.

Tier 3:

Nidalee, Leona, Nunu, GP and other "troll" support + any AD carries.

Worthy mentions:

Nunu + Vayne reasonably strong, can do very well if support is weak and carry is strong when the enemy support and carry are good (Since nunu only has to ice blast and blood boil and can sustain himself easily)

Nunu + Ashe same above, but with perma slow making for great ganks and decent damage output from Ashe with good late game synergy to kite.

Nidalee + Vayne In this combination, both Vayne + Nidalee need to be on the ball. However, Nidalee without farm or being fed is just extremely weak compared to other support options.

GP+Leona and other picks lack the sustain required to make supporting viable.

Hard to place on a team:

Urgot, Sivir, Kennen, Twitch, Teemo

Reasoning: Twitch as it stands is too easy to counter, Sivir's range is too low, Teemo is better solo top as he scales far better with levels than other ADs and require unique builds to be viable, AD Kennen is somewhat viable but requires too much skill to perform as well as easier AD carries. Similarly to teemo, Kennen requires unique builds to be optimal.

Urgot is indeed strong, however to place him on this list would be extremely misleading as he does not fit at all with the current meta and is not a worthy pick when champions such as Trist, Cait, Graves, Ezreal or even Ashe is open.

Sure, he dominates a lot of those champions but the extent to which he needs to get fed is disproportionate to the advantage he has in lane.

Coupled with the fact that he has no reliable escape, extremely mana hungry to make for very limited lane choices and that he requires unconventional builds to be useful (frozen heart is popular) he is hard to place on a team without messing up the team composition.

but this list mainly focuses on laning, which is where Urgot is one of the best, Urgot taric is such a good lane, and after 6 a gank is a kill every time, win your lane win your game, urgot will win lane most times

Urgot's damage output relies on having to use his E and Q combo which cannot be reliably landed without a lead up stun from Taric. As I previously mentioned, this results in Urgot running out of mana very quickly against any lane with a champion with a heal in it as champions such as Taric / Alistar cannot waste mana to go past the creep line to stun in order for urgot to harass without sustaining more damage than they can sustain (due to being low mana from stunning)

For the purposes of this list Urgot might as well be Tier 3.

Furthermore, it isn't even worth arguing about whether or not Ezreal / Caitlyn / Vayne / MF are superior picks to Urgot therefore I see no reason to discuss whether or not urgot "wins lanes".

The level 6 ganks and whatever other unrealistic expectations you have are mentioned in my previous post.

For example, in order for a Caitlyn to be a dominant force for her team in the current meta she simply has to farm well, urgot on the other hand must farm well and be 3-0 in lane to be anywhere near as useful in team fights.

There is a sexy midget with mustache you forgot to mention. I'm sure he is standing in some corner and crying silently.
