PVP NET ERROR after sending friend invite

Hi summoners, i have permanent pvp net error everytime on launching the game and logging in. I cannot start games, browse shop or profiles, check my statistics .. Anything.

Error says:

The error (Request to server timed out) occured because something on your internet connection blocked the data stream.
Fixes you can try (in the following order, one by one):
1. Restart the client
2. Disable your firewall (temporarily) and/or add <LoL install path>\lol.launcher.exe to the exception list.
Don't forget to also add <LoL install path>\rads\system\rads_user_kernel.exe to the exception list.
3. Restart your internet connection
4. Temporarily attempt to connect to LoL using a VPN service such as Hotspot Shield (NOTE: Latency may be high) to verify that your ISP does not block LoL.
