I'm running the game at a constant 60 fps on "High" settings on a 250$ PC.

I'm using best settings possible. My computer is basically seven years old w/2.1GHz processor, but I have new Video Card w/512mb memory.

But I use gamebooster. It helps me to have no lag.

Exactly, people are forgeting to close aplications thus resulting in lag in game.
A friend of mine has an amd athlon ii x2 working at 3 Ghz with 4 gb of DDR 2 memory and a decent 9600 GS from Gygabite, and he can run LoL on very high with Vsync on at 1280 x 1024, at 75 fps, without vsync we areached a maximum of 82 fps.
Note you guys, LoL is using adobe shockwave a lot, and it needs the cpu power!
