Leaving a game in starting up process

SO MANY LEAVERS ESPECIALLY IN ARAM WHEN STARTING UP THE GAME.
In ARAM, when preparing a game, it so often happens people leave, i think because they got a non -desired champion. Sometimes even 5x the game gets disbanned. Since leavebuster was launched it significantly decreased for some time, people were afraid of the consequences. But apparantly it has no consequences leaving a game when starting up, because it happens a lot again.
An issue in ARAM in my opinion is that once someone bought a champion, he can not sell it anymore ( well up to 3x) So if he has 1 or more undesired champions, he possibly has to play with such a champ. And also , in ARAM certain champions are just weak.
I suggest:
1. to gain easier rerolls (or more rerolls) Or instead of rerolls: the possibility of banning a few champions you dont want to play.
2. leavebuster also to persecute leavers in the start-up phase.
3. Always to be able to sell a champion. ( e.g. at lower price) <the same for runes etc. but thats a different subject>
