[Champion Suggestion] Tortuska, the Tortoise of Balance

Hey guys, for a while I've had the idea of a new Tank/Support champion: Tortuska.
I'm not sure about her base stats, because I don't really have an idea about what numbers would be balanced. Neither do I have a background story, as I'm not very familiar with the lore in League of Legends. Any ideas about those are more than welcome!

The idea behind this champion is a hybrid tank, that can be very strong against either physical or magical damage, but not both at the same time.
I think that playing with her, as well as against her, would offer some quite interesting gameplay.

Passive: Equilibrium

Tortuska’s shield adjusts itself to the type of damage it takes.

Her mana bar is replaced with an Equilibrium bar. When she spawns, the value is balanced at 50%. Incoming physical attacks lowers this value, increasing Armor while decreasing Magic Resist. Magical attacks invert the effect.

At 0%: 150% armor, 75% magic resist
At 25%: 125% armor, 87.5% magic resist
At 50%: 100% armor, 100% magic resist

Percentages represent the boost, applied after base stats, masteries, runes and items. (or before items?)

Q: Anticipate

Anticipate the next incoming attack, reducing its damage, at the cost of a stronger impact on Tortuska’s Equilibrium value. If the enemy is within attack range, Tortuska counters with a quick physical attack, stunning them for 1 second.

W: Withdraw

Tortuska immobilizes herself to apply buffs to her and allies within 5000 range over a period of 10 seconds. If a champion stays out of range for more than 5 seconds, their buffs are lost. While Tortuska is withdrawn, her Equilibrium slowly returns to 50%.

When the ability is reactivated, all buffs are diminished, and Tortuska releases a shockwave of energy. This shockwave deals magic damage to surrounding enemies and pushes them away, stunning them for 0.5 seconds.

Note: Cooldown starts upon reactivation of the ability.

R: Rebalance

After channelling for 2.5 seconds, Tortuska releases excess energy, dealing combined physical and magic damage to all enemies within 8500 range. This ability deals additional damage based on Tortuska’s Equilibrium value: below 50%, it deals bonus physical damage. Likewise, it deals bonus magical damage if the value is above 50%. After the spell is cast, Tortuska’s Equilibrium is restored to 50%.

Tips & Tricks

Playing as Tortuska
⊗ Play cautiously when your Equilibrium bar is heavily imbalanced; enemy champions may take advantage of your weakness.
⊗ When you need more armor or magic resist, use your Q (Anticipate) against a specific minion/monster to gain an Equilibrium boost.

Playing against Tortuska
⊗ To effectively fight Tortuska, imbalance her Equilibrium to make her weak against a certain attack style.
⊗ While Tortuska is withdrawn, she is vulnerable to pushing and grabbing abilities. When possible, try to pull her into danger, under a tower for example.
