that's why Syndra is bugged, Rito gutted her stun hitbox to the point that if it doesn't collide with your target's feet(or similar), its going to miss.

Shaco, as prompted by someone else already, has very high potential due to his ability to snowball lanes.
So very strong in early and mid game, but he falls of late game when its team fights time and you mostly have to push.
A good shako basically gets his team ahead in the first minutes. But since the average games last 30 or more minutes, you need to know how to close games or make picks to close games (and this is the tricky part about shako, more than his early game)

I'd say Kallista right now. She's going to be nerfed soon though.
Yesterday I started playing rankeds again (around Plat 5 elo) and I had the pleasure to support this incredibly good Kallista player as Thresh. I looked up her summoner and this was the 21st game she won as kallista without any looses as an adc where you are kinda support dependant. (she was definitely a smurf but 21 wins in a row in low plat means something)

what about Veigar, if you play and aim well, you can pretty much one-shot kill everything or everyone.

But Veigar can't deal with a whole team. He can oneshot one target and deal some delayed easy to avoid aoe damage. But he's squishy and immobile.
