If you think this theory is true, why not just stop doing it? Is it so important to rub it in peoples faces that you will report them? Why do you do that? (If your example is just hypothetical, forget what I just wrote).
Additionally: No, thats not the reason. Toxic players tend to have a very negative attribution style (sorry, couldn't find a better translation of the german technical term "negativer Attributionsstil"

, which means they see bad intentions as the main cause for bad things that are happening, not external factors. This causes them to be aggressive towards those people (which causes them to be reported) and also makes them think the other people did this intentional (which causes them to report other people).
Thats where this correlation comes from, it's a well researched psychological effect.
