What I know that people from africa can play lol as i know a lot of people from egupt algerie qatar etc who play in the euw server so you can play without laggs if you buy a fast internet

It will positively affect you as we're planning on having various entry points in EUNE countries. This network will reach to all EU game server locations: Amsterdam, Frankfurt, or any other data center we're about to build in the future.

Technically as long as the issue lies with a backbone provider and not your ISP - yep. Worst case, Riot can at least resolve it, as they will own/control the backbone.

Basically, if I am getting this right, removing the random backbone, there wont be anymore "someone screwed something but no one can do anything about it, because it's not your PC, It's not your ISP and it's not RIOT".

Technically, yes. However this is something Riot are offering the option of, not enforcing - so it would depend on ISP buyin too. I personally can't see why they wouldn't go for it, other than it involves ISP's actually doing some work :-O

So really the question for us is are there enough players to ensure the appropriate level of CCU for South Africa country. Last time we did look into that (2-3 years ago), our conclusions were no...
But...

1) we are about to look at it again (and a few other regions). I want to manage expectations here but I'd guess our conclusions will be similar. But we are planning to review a few more region by the end of the year, for potential new launches next year.

2) Have you tried connecting to Singapore server? you might have a better ping actually. Although, can't really promise because the internet infrastructure has a logic my own logic can't follow sometimes... But I'd say it's worth trying.

I know it's probably not the answer you'd expect but hopefully you understand the logic behind this.
