Help 'Unable to locate component' ' problem

When I start to launch lol launcher I get 'Unable to locate component'
' This application has failed to start ecause d3d9,dll was not found. Re-installing the application may fix this problem', I dont know what should I do, I tryd reinstalling but it doesnt help.

What has locale to do with DirectX's library file? Ok, let's say it's caused by DX - reinstall it / use DirectX end-user runtime.
