Heya.
Since upgrading my pc, I've been getting lower fps, used to get a constant 60, never higher, nor lower. Now I get around 30-40 and it can drop lower, all of my hardware has been improved or remained the same, no downgrades.

My old system specs which got me 60 fps
AMD Phenom II X4 945 3.2 GHz
8GB DDR2 Ram 800MHz
500gb HDD @ 7200RPM Sata 2 ( not sure which drive, nor read/write speeds, but it was a cheap old thing)
AMD 6970 2GB
600W PSU OCZ X Stream II

New System
AMD FX8350 4.6GHz
8GB DDR3 Ram 1866MHz
1TB Seagate Barracuda 64mb cache Sata 3
AMD 6970 2GB
600W PSU OCZ X Steam II

This problems seems to only with LoL as Planet side 2 runs so much smoother, along with the rest of my games.

Do you run it in fullscreen or borderless mode?
I noticed that when I run it in borderless mode, it runs fine for maybe 30 minutes, but then starts to drop FPS. But my FPS is always fine when running fullscreen.

Me too guys. I have the same issue! I was afraid it was my PC only, but this kinda reliefs me, I was actually considering formating the PC, but I will wait for some solution.
My fps have the same issues, used to have solid 60, now always around 30-40, the difference is noticable!

The S3 updates seems to cause couple of issues.
Please upload your dxdiag so we can collect relating information about the affected systems and compare them with similiar cases.

To create/upload your dxdiag report, do this:

  • press the Windows key + R
  • type in "dxdiag" (without "")
  • press [Enter]
  • in the opened window, click on 'save information' in the bottom row
  • select a folder of your choice (e.g.: desktop)
  • upload the file as attachment
    • or copy&paste the contents to www.pastebin.com instead, click submit and post the link.

----

You maybe also want to try this:

Go to \League of Legends\Config and open game.cfg with notepad or a similiar text editor.

Search for [Performance]

Below this line you should find the following lines.
If so, change the values as written.
If not, just add it (ensure to enter it after [Performance] and before the next [ ] value (e.g. [HUD]).

EnableHUDAnimations=0
AutoPerformanceSettings=0
Full3DModeEnabled=0
ShadowQuality=0
FrameCapType=2
AdvancedShader=0
EnableParticleOptimizations=0
AdvancedReflection=0
PerPixelPointLighting=0
ShadowsEnabled=0

These values will change couple of settings, most not accessible ingame.
If you're afraid of reducing the graphical quality: most of them are 'under the hood' and working in the background. You won't notice any difference (except for shadows).

To reverse the changes just delete the entries (default value will be load instead) or delete the whole file (new one will be created).

I can't upload my DxDiag, it's too big, is there any part of it that is vital?
