I love those threads, so much bad information...

First of all, your CPU-Clock doesnt say it all - it doesnt say if its an old Pentium 4 Single Core or a newer Quadcore, so please post the whole specifics of your CPU. (While i think its a Core 2 Duo, its the only one i can remember with that weird clock).
3 GB of Ram is plenty for League of Legends IF your system is kinda clean and not overflown with programs in background - but then even 4 GB or more isnt enough.
You should also post about your video card, its the most important factor for video games.

Runs every thing on 60 fps on maxed settings

RAM - 16 GB 1866 Mhz.

ram is relevant to fps.
to a certain extent, lets say you got 1gb ram your going to have problems but lets say you got 6 gb ram you will have good fps but then if u got 12 gb ram your not going to see any difference.

i got 2.10GHz Celeron(R) Dual-core CPU T3500
3GB RAM and I get lag sometimes when running everything on very low and I got like 30 fps O_o? What makes you able to play highest settings with 60 fps
